I walk 4000 steps per day and 2000 are all steep uphill does that count as double?

No!! the only difference is that you may be burning more calories by walking uphill.
No and you need to walk at least 10,000 to have any benefit.
No, %26, even if it did you would still not be taking enough steps. Just to maintain your weight %26 be healthy you need to take 10,000 steps a day. If you are trying to lose weight, you need far more.
if 2000 is up the hill then other 2000 is down the hill, considering you go somewhere n come back the same route, for example to work or school n back homeso if 2000 counted as 4000, then other 2000 downhill is counted as 1000. total is hehe 3000. no?personally, i m not a healthnut, but i go for jogging for 20-30 mins once or twice a week and thats enough to keep me in shape, good luck
